By subjective experience the difference is about 2dB. It mean: where 1 antenna was enough for on the limit EME QSO, you will need now two antennas system. Timing of this release is unusual as it follows so closely the General Availability (GA) release of WSJT-X 2.3.0. This timing anomaly occurs because development of new modes FST4 and FST4W (in v2.3.0) and Q65 (in 2.4.0) took place in parallel. Q65 is designed for making two-way QSOs over especially difficult propagation paths such as troposcatter, ionospheric scatter, rain scatter, EME, and other types fast-fading signals.
