Hello, Vladimir.
There are frequencies 10.1-10.15GHz (3cm band) allowed  for use by radioamateurs of Ukraine. 
So, it mean UR-stations can use frequency 10368MHz for RX only and working split. When filling 
a QSL card, they can indicate frequency band as "3cm" or "10GHz".


23cm (1260MHZ) band are not allowed at all.
