Dear Madam / Sir

I would kindly ask you for the clarification of validity of Amateur radio contacts on some VHF bands with Ukrainian's amateur radio operators. I'm an editor of one of the VHF amateur radio Contest web pages, which register first VHF amateur radio contacts from the Czech republic abroad and I would ask you for such statement due to validity verification of some contacts with our Ukranian collegues before the new Ukrainian regulation (accessible here http://www.ucrf.gov.ua/uk/doc/nkrz/1287992515/) became valid.

Please let me know, which VHF frequency bands were allowed to use by amateur radio service before issue of the present legal act? We are particularly asking for validity of amateur radio operation in Ukraine before October 2010 on the bands 1296 and 2304 to 2320MHz.

May I ask you as well please, if in the present time (resp. since October 2010) still exists or were issued in you country some special licence approvals for amateur radio operation in the above (1296 & 2320MHz) bands and as well as on 50, 70 and 3400MHz? For example as a short time special approval issued on temporary basis? If yes, would be possible to submit to Your Honored Authority  even now  request for such special permit to have the possibility realize for example couple of tens of amateur radio contacts from Ukraine abroad during some contest event or even via Moonbounce operation? Would be possible to get such special frequency permit even for citizen of the Czech republic?
