K reakci PA2DW na naši skepsi ohledně budoucnosti 23cm pásma, uvedenou v závěru EME Newsletteru 10/11 2022. V předposledním EME Newsletteru

odkaz na můj kritický
rozbor situace týkající se nebezpečí, plynoucí z koexistence
radioamatérského provozu a provozu satelitní navigační služby Galileo,
která je projektem EU. Tento rozbor reagoval na
prezentaci G4SJH v této věci, uvedenou
zde. Na to se ozval Dick PA2DW s tím, že takové postoje (především ty,
které kritizují předchozí činnost IARU - viz strana 2 mého rozboru, ale i
připomínky k chybám v prezentaci G4SJH) poškozují snahu IARU zachovat
pásmo 23cm. S ohledem na fakt, že celá diskuse na toto téma - viz
zde - se točila
ohledně zachování EME provozu v tomto pásmu (zatímco funcionáři IARU mají
postoj, že je třeba zachovat především ostatní druhy provozu (včetně ATV a
FM)), vznikla mezi námi kontroverze. Uvědomte si však, že Galileo je
projekt EU a americká FCC, britský OFCOM i ostatní radiokomunikační
regulátoři na celém světě mohou dojít k názoru, že potenciální rušení
Galileo je nezajímá (ostatně PA0EHG
prokázal, že jde o problém spíše virtuální) a nebudou radioamatérský
EME a DX provoz v tomto pásmu likvidovat. Může tak dojít k situaci,
že pouze EU přijme tvrdé výkonové restrikce a de facto zlikviduje
úzkopásmový EME a DX provoz pro radioamatéry zemí společenství EU, zatímco
celý ostatní svět pojede dál. To považujeme za kruciální problém, neboť
zatímco IARU zajímá spíše zachování radioamatérského pásma jako celku a to
případně i včetně faktické likvidace EME a DX provozu, který by nastal při
omezení výkonu pod úroveň cca 300W, nás zajímá především DX a EME a
veškerý převaděčový, či APRSní provoz v tomto pásmu považujeme jen za
nepodstatnou nástavbu. Zajímavé bylo však také tvrdé odmítnutí otázky,
kterou jsem vznesl a která se týkala toho, jak se radioamatérská komunita
vzdala primárního (ba dokonce exkluzivního statusu) radiokomunikační
služby v tomto pásmu ve prospěch navigačních služeb - a to, zda s
tím IARU vyslovilo souhlas, kdo IARU zastupoval, kdy k tomu došlo a zda za
tento ústupek bylo IARU nějak odškodněno. Velice negativní reakce
funkcionářů IARU v této věci mi navozuje pocit, že jsem mimoděk trefil
hřebíček na hlavičku... Uvidíme, zda a jak bude IARU bránit zájmy VKV DX

analysis of the situation concerning the
threat,
resulting from the coexistence of radio operation and the operation of the
Radio
Satellite Navigation Service Galileo,
as
the
EU project. This analysis responded to the
presentation of G4SJH in this matter, listed
here. Dick PA2DW said that such attitudes (especially those that
criticize the previous IARU
unactivity
- see page 2 of my analysis, but also comments on errors in the
presentation of G4SJH) damage IARU to maintain 23cm band. Given the fact
that the whole discussion on this topic - see
here - were
focused
to
the maintenance of EME
operation in this zone (while the IARU functions have an attitude, that it
is necessary to preserve
as well as
other types of operations (including ATV and FM)), it created between us
some
controversy.
However,
that Galileo is the EU project and the American FCC, the British OFCOM and
other radiocommunication regulators around the world may believe that
potential interference Galileo is not important
(and
PA0EHG has
shown that this is rather virtual)
in a
DX
to dispose of the operation in this band. This may happen that only the EU
accepts hard power
restrictions and de facto destroys the narrowband EME and DX operations
for the EU Community radio amateur, while the whole world will move on. We
consider this to be a crucial problem, because while IARU
is more interested in maintaining the radio band as a whole, including the
factual disposal of EME and DX operation, which would be reduced
even
below 300W, we are particularly interested in DX and EME and all
repeaters,
or APRS
or so we
consider in this band only as an irrelevant superstructure. However, it
was also interesting to
see the
reject the
raised
question and concerned how the radio amateur community
lost
the primary (even exclusive status) of the radiocommunication service in
this
band
in favor of navigation services - whether IARU agreed to consent who IARU
represented,
when this happened and whether this
change
was somehow compensated for. The very negative reaction of IARU officials
in this matter gives me the feeling that I inadvertently hit the clove on
the head ... We will see if and how IARU
will prevent the interests of VHF
DX
radio amateurs in the EU ... Finally, let me emphasize that it is purely
my private concerns and skepticism and the content of this reaction was
not consulted with OK1TEH or other members of the OK2KKW club.
However, I still have a clear view that if there should be any power
restriction, IARU should take the attitude that the interests of EME and
DX operations in 23cm bands are more important than maintaining all
existing services that radio amateurs in this band relatively sporadically
operate and thus
should be a IARU proposal for WRC-23 meetings.
Moving DX windows by 2 or 3 MHz
up
is OK, but
decrease of
power limit to a level of less than 300W not! |
